Hi there - A while ago I had exactly the same trouble when I first tried using Scribus 1.3.4 for laying out Japanese text. The trick seems to be NOT to import your text via the story editor. I found everything worked fine once I made a text frame and did my initial importing via File>Import>Get Text. The text appeared correctly on both the page and in the story editor then and could be manipulated as normal. Hope that helps.
