He is refering to the file scribus*rc. in a hidden folder .scribus in your home folder. Which is /Users/YourUserName You should be able to go to it by clicking on the little house icon on the sidebar of finder windows. I think to get to hidden files, you need to use the Terminal application under Applications folder in the Utilities folder.
