Considering non-trivial arrangements of text boxes, you'll definitely need a way to create them in one place for good. It's quite common in magazine layouts that you have elements on a page that have to be modified in special cases. Consider a page number that needs to be removed from single pages when there is an advertising on that page. Or you have graphical elements on a single page that need to modify the elements that drop in from the master page. You could, of course, create several master pages and apply the one that fits best, still I'd strongly recommend to have a feature that allows you to override the defaults from the master page.
