Create columns of the width and spacing that you require. Create headers as needed, put a masthead on the front page, put page numbers at the bottom (Scribus can automatically insert page numbers). Link your columns as required, flow text around images if you use them. Things might get a bit interesting if your press requires page offsets, but you can do that too and it's easy once you've done it the first time.
