IMO footnotes, indexes etc. are not what Scribus does. For those text features use either TeX (free) or InDesign (pricey.) Of course one could simulate a footnote feature by creating another text box at the foot of the page etc. but that is like raking leaves with a shovel, a lot of work for a marginal result. Scribus is great for book covers, brochures, newsletters etc. It doesn't have the tools yet to handle book length documents with the text features mentioned, and may never have. I started to write an illustrated e-book in Scribus. Before I got past page 6 the pdf file had ballooned to a size greater than my e-book host would accept. So I switched to TeX. The pdf file size shrank dramatically.
