We can hope that somewhere in the future we might get some configurable 
automation of this, which could be localized for various languages' 
usage, especially considering that the typewriter keyboard ' and " are 
rarely the right characters in typesetting. Wordprocessors have been 
doing this for years.

I don't think we quite have the tools yet, but a script might 
conceivably be created for it. In the nearer term, iirc, one of our GSoC 
projects is a rewrite of Search and Replace, which by itself would 
simplify this.
