One way to do that is in the properties palette for the text frame. (Right-click and select Properties.) In the properties palette click on the Text button. There you will see line spacing options. A better way is to use styles. Styles allow you to specify a lot more settings than just the line spacing. Styles are also a lot faster and easier to use. And styles help you to enforce consistency in the document. Discussing more about text frames and styles would take pages. Perhaps you would find it more helpful to try the Scribus wiki.
