[scribus] where to download 1.3.5 version for windows

I am trying to update to 1.3.5 version on a windows vista machine.  when 
I try to download the windows version from the scribus web page nothing 
will download and it is as if there is a broken link to the file.  How 
do I download the latest version of the program?
