It's LaTeX code, placed inside a Scribus LaTeX frame (which is somewhat confusingly created with the "TeX" icon; that icon really should be changed to make it clear that the frame takes LaTeX code not plain TeX). http://en.wikipedia.org/wiki/LaTeX is as good as a place to start as any. But Jonathan is right that it's quite complicated if you want to do complicated stuff (the merit being that you can at least *do* the complicated stuff). But for the simple requirement that was enunciated in this thread, the code seems pretty simple (to me).
