I discovered on my own that I had to make sure Snap to Guides was enabled in the Pages menu. That was after I couldn't get anything to snap after I fiddled with the settings in preferences. I dropped the attraction level lower than the default and chose Snap to Guides in the Pages menu and it worked.

Snap to guides, when activated, will not pull in objects already on the page, It only works with objects you are creating or moving. Help us know what you are trying to do as you sense this is not working.
