I find Scribus (currently using 1.3.5svn) to be reasonably fast at screen redraw. However, I am currently working on a document of 80 pages, and it is kind of slow moving from page to page. Other things that are related to the size of the document are also kind of slow. Nevertheless, Scribus is so awesome that minor speed issues do not concern me. :)
