My solution requires you to start all over. 1. create the page to the desired dimensions. 2. In the layers dialog create a new (transparent) layer. 3. With this layer on top (it should be anyhow) add your background image. 4. Edit as needed. For editing I suggest overlaying the spot where the text will go with a graphic frame white in color, and then vary the opacity as needed to lighten the photo, e.g, 20%. Then overlay that with your text frame, perhaps on a third layer if that is more convenient.
