Good idea, I haven't use that feature before :-)
I managed to have a new layer 0 containing only that picture.
In layer 1 are the master pages and the other elements, but the
redendering is still not as I wanted.
Also adding the master page element to a new top layer do not help (0
is the bottom, 2 is on top?)
