I would consider it a bug because > in scribus the image is shown with transparency. Its not a bug, it's a limitation of the PDF-1.3 format. Only PDF-1.4 and up support soft transparency. PDF-1.3 supports only "Stencil-Masking" which means that the transparent parts are not shown.
