In fact, Scribus does part of what usually is called "imposition" by adding blends, even for 2-up printing of a booklet. By now, for creating the appropriate PDF file for the commercial printer, you will however need external tools. (see http://wiki.scribus.net/index.php/Category:HOWTO#Imposition)
