tested it and it almost behaves as you describe...

i will post a bug report for the part that doesn't match (i have to test it a 
bit more but: if the frame is by default in free scaling mode, it changing the 
shape is resizing the content until i switch to scale to frame and then back to 
free scaling (scribus 1.3.5 on os x))
