All I can say is that using 1.3.8 on linux, node snapping seemed to work fine. http://members.pcug.org.au/~rcook/images/Scribus_ShapeSnap.png Furthermore, as the image above shows, the major grid is at 1.0000 inches and the minor grid at 0.125 inches.
