I tend to agree with this view. In particular commercial DTP (InDesign from my own experience) can be quite clever there, its preset profiles and options are really efficient. I remember doing the same document on InDesign and Scribus and choosing similar export to PDF options and InDesign was achieving a much lower file size (sorry no specifics that I can remember, this was a long long while ago). Being on windoze I would also very much appreciate inbuilt PDF size optimization.
