I have identified the problem and submitted a bug report. If a font is not
copied to the Windows/Fonts folder when installing the font, newer versions of
Scribus will not find the installed font. Other Windows applications
(including Scribus - 1.3.3.14) recognize fonts just fine when installed as
shortcuts in the Fonts folder, but Scribus 1.3.6 and 1.3.8 do not.
Re-installing the fonts and copying them to the Fonts folder (doubling disk
usage for the fonts) fixes the problem for newer Scribus versions, but this
should not need to be done.

I've downloaded and installed version 1.3.8 and my installed Type1 fonts are
still not found. They work fine in other applications and also work fine in
1.3.3.14, but later versions of Scribus fail to see the installed fonts. They

the older version for any document using Type1 fonts and thus unable to use any
of the newer features or bug fixes with those documents.
