Also, if you can open the original cover in an older version of Scribus or Adobe Reader (or any other PDF reader), use CUPS-PDF to print to PDF, then see if that can be placed into Scribus 1.5. In my experience CUPS-PDF converts everything to outlines. That's all I can think of that you haven't already tried.
