Yes, it is possible to do this, and has already been done in PortableApps Format. [1] It will be released officially by PortableApps.com as soon as 1.4 is released by the Scribus team. Ghostscript is also available in PortableApps Format in case it is needed as well. [2] Both work smoothest if installed in the PortableApps Platform [3], but it isn't neccessary. All that's needed is that the Scribus package and the Ghostscript package are side-by-side.
