I don't want to get balled up in semantics here. when I say a hand tool, I literally see a little white hand and that hand lets the User scoot the document around the screen sort of like one would do with a sheet of paper. I'm almost sure that the Scribus developers' goal isn't to punish the users of scribus. warning dialogues and beeps have been deployed across the computer scape for the best part of 40 years, and they do a great job of warning without adding to the wear and tear of computing.
