Where I've seen this the A4 image in question came from a scanner and had been adjusted in various ways in Gimp. Gimp had no problem reopening it to produce a lower resolution version of the file. I'm not sure if it a simple memory issue though. I got the impression that it was more to do with the size or resolution of this particular image than lack of memory for the process as a whole. Having shrunk the resolution of this image, I was able to add loads of smaller images subsequently, which in total would have added far more memory requirement.
