Here's another example...a basic layers "model" if you will, used far and wide, 
in pro circles...

Text on one layer. Images on another. If you like, major structural, non-text 
items on a third.

So, your background on the bottom. Images next, and Text on the top, obviously 
because there are many times you want to run type over an image; never the 
other way around.

Yes, you could have one layer for everything and change the order using the 
menu item for that but that can lead to an insane amount of fiddling around 
easily prevented by simply using layers.
