Hey, AFAIK font licenses treat fonts similar to other software, meaning you need licenses to install the fonts on computers. Embedding font in a PDF is usually covered by the license. If the publishers wants to work with your source files he'll need a license again. Who pays for the license is more or less a contract matter and you can do whatever you like :) Best thing for designers is of course if they get the money for the font but keep the license for themselves for later use.
