Yes, the confusion only arises when a document is open and the user wants to 
change its settings.

Craig, you have not answered to my previous questions
because "it is bad" is not a fair explanation.

I paste again, there after, the resulting proposition.

My initial proposition makes clear the relationship betwen document settings 
and default behaviour
and Peter's proposition makes clear what is relating to document and what is not
(but is related to the global application behaviour).

- Program preferences
- Document settings
- New document settings  (= Default document settings)


It's better than what we have now because :
- the word 'setting' in both entries points on the relationship between these 
actions
- "Default settings" opens a dialog that enable to actually set default 
settings both for a new document and for some 
scribus features.

This would help avoid the commonest misunderstanding and user feedback :
":-( i change this in the setting but document is not changed"

because it makes it clear where to set what.
