Workaround was to add a couple of new master pages for the early unnumbered pages, removing the textframe for the page number.
Document setup -> sections -> un-checking the visibility of numbering should be sufficient. It isn't. Firefox was idiosyncratic to display whatever garbage it found there. Equally, Scribus shouldn't be leaving whatever garbage it left in the PDF export. Thanks to Gregory.
