Answering my own question... I looked at the mantis issue tracker for scribus and there are a bunch of undo/redo issues listed under the 1.5.5 branch. I don't see the particular issue that I have.
Question - Since this issue is so basic - undo doesn't work at all if an item is selected - should I assume it's intentionally turned off to prevent other issues listed in the 1.5.5 list? Do I need to report this? Or should I assume (I hate assuming) this will be part of the overhaul of the undo/redo system in 1.5.5?
