According to the wisdom of the Interwebs, you will find prefs150.xml in C:\Users\<username>\AppData\Roaming\Scribus on Windows. AppData probably is a hidden folder, so you may need to enable "show hidden folders" in the windows explorer. Not a user of Scribus on Windows myself unfortunately, you may have to hunt around a bit. You can also try editing this file with Notepad++ (search for PropertiesPalette, change the values of "top" and "left" to 100) . After editing or removing this file, restart scribus.
