Hi Martin,
Hmm, Pantone Solid Coated colours for screen printing? That rings some alarm
bells with me right from the start. Solid Coated is for printing on coated
paper, not on textiles. If they really need these Pantone named colours, you
can download and install Adobe CC, provided you have access to a current
version of Windows or OS X. You can then (during the trial phase) collect the
Pantone colours you need in a new palette and save it as ASE, which can be
imported into Scribus.
If what your print shop needs is ink formulas to produce the necessary spot
colours, I suggest you download the free colour libraries, including a CxF file
for ink-mixing software from freiefarbe.de.
