I made a first investigation in scummvm, but without any big result.
The found the offending code for the color 13 bug. It's in
engine/scumm/costume.cpp near line 458:

  pcolor = _palette[color];
  if (pcolor == 13 && shadow_table)
    pcolor = _shadow_table[*dst];

>From the svn history, the ancestor of this code was introduced in
revision 3435. The log for this revision is sadly useless (misc fixes).

I shortly played various games in gdb with a breakpoint there but no
game triggered it yet. Up to now I tested dott, maniac, monkey2,
samnmax and zak.

Our best hope is that some scummvm dev remember for wich game this code
is. So the best is probably to post a bug report on their tracker.
