This looks like a problem with Module::Build judging by the error
messages I've been getting in the smoke tests, that module has once
again changed, breaking the SDL module's build process. That said,
this could also be as simple as the windows build not understanding
cygwin to save its life. Which is also a likely culprit.
I'd be curious to find out which it is :)
