not force, encourage... or maybe rather choose one based on their willingness. the main reason would be so i don't have to change rewrite their html to haml ... and then rewrite every change they make.
really it depends on how integrated they are in the project. if it's someone that "does everything" in one fell swoop and hands you a finished product, you probably wouldn't. if they are on the team and making frequent changes to the site, i don't think it's too much to ask to use something that is marginally different than html. if it is, i'd take that as a signpost.
