bring build under the Seam 3 parent
- switch from weld-parent to seam-parent
- change version from 1.0.0-SNAPSHOT to 3.0.0-SNAPSHOT
- update POMs to align with Seam 3 conventions
- add combined API+Impl artifact build
- add readme.md for display on github.com
