Stepping through the security phase listener, its clear that
PhaseIdType.ANY_PHASE is not properly handled (at least not as expected). I
will send you guys a patch that handles properly when RestrictAtPhase has
PhaseIdType.ANY_PHASE as its value (which should apply these security rules at
any phase.
