Lets see if we can start merging auditd to the NSA maintained seandroid

Recent commits on bionic and kernel-headers dropped all the support
for audit.h. The removed headers that audit.h is dependent on.
I already emailed the authors of the conflicting commits to
let them know. You can see the kernel-headers changes here:
https://bitbucket.org/billcroberts/external-kernel-headers/src

In short we will need to maintain our own seandroid branch in
bionic again, and *possibly* add kernel-headers to our maintained
branches.

The newest updates are there on bitbucket, I think I got everything in
the comments list, just to recap on the mailing list:

1. Try to shrink the commit to bionic, since update_all.py made a lot of chatter
2. Let the existing start for class core start auditd
3. Verify that system/core is the right spot for this. I think the
readme supports this being the right spot
4. Update copyright on audit_log.h
5. Correct some denials in initial audit.te policy
6. Update the todo on auditd.c

Merged. bionic changes merged to a resurrected seandroid branch.
Requires updating your local_manifest.xml file to use it (our local_manifest.xml files on master and master-ssh have been updated).
