The chcon toolbox command is very minimalist; it doesn't support any options. Just chcon context path... as the usage message says.

Generally restorecon is preferred; you add the specification to the file_contexts configuration and then can apply restorecon (which does support -R).

I don't think there is presently a way to prevent uninstallation of a third party app. I doubt that maps to any unique set of kernel level permissions, and the install-time MAC only controls installation of apps, not uninstallation (beyond the general ability to perform uninstallation at all - not which apps can be uninstalled).
