I assume that you only want to distinguish between the primary user (i.e., u0) and secondary users (i.e., u10, u20) and not between each user (i.e., u0 vs u10 vs u20).
I think you can do that by modifying the context based on the seinfo and uid. However, it is unclear to me why you want to do that. The rules are setup so that the app can have just enough permission to perform its job independent of user (i.e., MAC vs DAC).
