A recent change was made with commit
4caa6b1efbac3a518328b581ac665876fa6aac77 that is presently only found on
AOSP master as well as our internal seandroid 5.1 branches. The change
imposes an ordering on the mac_permissions.xml policy stanzas which
ultimately gives policy writers the ability to union policy. We also
simplified the policy language a bit by preventing both inner package
refinements and global seinfo assignments from appearing in the same stanza.
