In this particular case can you just disable the app via the Settings
app. That should prevent the app and any associated services from running.

I faced such an issue with my Nexus 6 where a trojan is installed as a
system_app. So the only solution would be to root it and remove it from
the system apps.
It does anything, downloading apps, showing pop ups, etc.
Correct me if I am wrong??
