But in case of disability the problem of renewal will continue at least for partially disabled people, due to the changing nature of their disability. For those who are completely disabled, disability I-card can be a good option which is issued by social welfare department, however it is pathetic to go and get that card from the department due to the attitude of people sitting there (this applies at least to Mumbai). As of now there seems to be no solution because even UID had to drop the inclusion of disability due to objections from community. Lets be hopeful of change in the approach of Railways towards this issue. If you desire, then drop an email to all concerned officials.
