When I encounter such issues, I usually do the following: 1. If the reservation counter persons continue to refuse, then try to get in touch with the station director or similar position. I forget the exact designation. 2. If it fails, then launch a complain to the director of your railway devision through registered post. Make sure to attach an acknowledgment card.
