Also, please note that OOo embeds the used fonts inside the generated PDF file,
while PDFCreator AFAIK doesn't do this with the default settings.
This can make a big difference in the size of small files.

I use PDFCreator 0.9.5 from http://sourceforge.net/projects/pdfcreator/ .
I opened a Chineses webpage, and printed to .pdf on Windows XP.
Then I transferred this.pdf file to Ubuntu. There on Ubuntu I can view the pdf 
well.
Two possibilities:
   (1) PDFCreator also embeds fonts
   (2) PDFCreator can use the fonts from Ubuntu System.
If it is case(2), then why we have to embed fonts in pdf? Especially, when these
fonts are very standard or common like Times New Roman? Most systems have
them by default.
  Anyway, I agree to embed fonts to make pdf completely portable.

But The tests(PDFCreator outperformed OOo) is all about .txt files,which
contain only words. There is nothing such as more details(hypherlinks)...
Yes, OOo may be very powerful in cases where there is more details.
But in this simplest case(files contains only words), it seems OOo currently is
not as good as PDFCreator.
  I like OOo, I just hope it to improve with age!

I use all the DEFAULT settings in both OOo and PDFcreator/free CutePDF.
That is, I change nothing to all these pdf softwares.
And all the files I use for testing is  text file.
That is, they only contain english words, no pictures, no
The result is: there is a big size gap in .pdf size created.
PDFcreator/CutePDF alwarys create a much smaller size of pdf files.

Ususally, users only use the DEFAULT setting. So it is not a good reason to ask 
they to do some additional setting themself after they installed a software.

I tested a three-page text file in OOo Writer.
(1) File -- Export as PDF -- 40kb
(2) File -- print -- PDFCreator -- 20kb.

I also tested other bigger size text file. The result is the .pdf created by OOo
writer is more or less twice as large as the one by PDFCreator.

I also compared it with cutepdf. The same result.

So I am thinking maybe there is some improvement for OOo Export as pdf 
component.
