Oh, right, I actually meant to post that using ssl-unclean-shutdown is enough to make it work. In my case I added SetEnvIf User-Agent ".*test-ssl.*" ssl-unclean-shutdown as the test program I posted used that as the agent string. Also have you created an Android bug with this information?
