No it isn't, as the developer version (which would be 1.92) is not officially released yet. It is downloadable only via a CVS client. If that's too much hassle, I can also send you a ZIP file off-list. This version can be retrieved using CVS, see http://sourceforge.net/scm/?type=cvs&group_id=116013 There have been, however, problems getting it to run with the 64-bit Linux libraries (acknowledged by BMC as a product defect).
