Even on the phone, if you use an unsupported language, Google will use their online TTS which is just ESpeak, but it needs to download the data before speaking, so each swipe will take 3 to 4 seconds to be announced, depending on your Internet. Supported languages are just a part of the app. As has been said, it is their OS. So, JGT for example needs cache to be optimal. Now, imagine JGT without cache, and even worse, because you are actually downloading the speech data rather than just text.
