It should work as I can confirm by the following test:
$themeName = "admin";
echo $this->Html->css(array(
'style',
'//ajax.googleapis.com/ajax/libs/jqueryui/1.8.13/themes/le-frog/
jquery-ui.css',
$themeName
));
Which produces:
Are you sure you have a value in $theme[0]['Theme']['name']?
