That would cause it. It started with 12.3. I was lucky hitting the issue after 1st reopen .. but then nothing. I am trying to test with 12.3 release, where I hope none of the fixes/enhancements are present. And even when I marked the build as 'trusted', the "Project has problems" window appears e.g. after IDE restart. But - it has empty contents. Seems as the project is temporarily `getQuality().notBetterThan(EVALUATED)`, but that condition is somehow fixed while I am trying to display the problems window.
