When one restarts the machine or shut it down from a Gnome session, messages at console do not display utf-8 correctly. This one happens to LANG=vi_VN.UTF-8. The boot up process displays fine, however. In order for it to display correctly, user needs to do an extra step by logging in at vc/1. This is just a temp solution.
