It is the release. Yes they are but you really shouldn't be using these files. They probably won't be there much longer. However the ones with the rc name on them are labled wrong and in the wrong tree. Right now the mirrors have two sets of the ISOs thus they are taking up twice the storage. That situation won't continue forever. They are the release ISO's. If you check the md5 sums on them, they are identical to the ones listed on the mandrake website.
